I think we may be seeing some localized flooding in the southeast. Many of the leaves have already started falling from the trees. Areas need to clear all gutters and prune trees, probably time to do tat anyway. Make sure your city is on the ball with the drainage systems. Leaves are the main culprit when trying to properly keep streets clear.
